Ukraine Facility Platform presented The Collaborative Defence Toolkit at GLOBSEC Forum 2025

At GLOBSEC Forum 2025 – the largest security conference in Eastern Europe – the Ukraine Facility Platform presented a strategic action plan to accelerate the integration of Ukraine’s defence industry into Europe’s collective weapons production efforts.

The recommendations, delivered by Olga Khoroshylova, Coordinator of UAFP’s Defence & Industry Sector, are built around a simple principle:

🔹 First, clearly define Europe’s joint defence production needs;

🔹 Then, identify the most effective ways to leverage Ukraine’s unique strengths in meeting them.

As with all UAFP initiatives, the document is grounded in collaboration – between private business, government stakeholders, financial institutions, international partners, and the military – to support a resilient and forward-looking defence ecosystem.

The Collaborative Defence Toolkit, developed by UAFP experts, is currently a framework-in-progress. It consolidates insights from key stakeholders – including Ukrainian and European defence companies, military experts, and public officials – into a single roadmap for cooperation.

Key focus areas include:

✔️ Continuously updating battlefield insights to guide both tactical adaptation and strategic planning;

✔️ Clearly defining Ukraine’s defence strengths as the country becomes an indispensable actor in Europe’s new security architecture;

✔️ Translating Ukraine’s added value into implementable joint projects;

✔️ Identifying structural barriers to defence cooperation and turning this analysis into actionable policy advice;

✔️ Developing targeted recommendations for upcoming EU regulations (including omnibus regulations), new defence-related funds, and European initiatives to defragment and standardize the defence industrial base.

The Collaborative Defence Toolkit aims to map out high-potential sectors and models for long-term cooperation with Ukraine. It is being developed jointly with stakeholders from the EU, G7, and NATO, drawing on real-world battlefield experience and deep knowledge of current challenges and industry trends.

The core phase of the project will continue through October, after which the toolkit will be regularly updated.

Ukraine Facility Platform already operates as a hub for dialogue and cooperation. At the GLOBSEC event in Prague, we were joined by key partners Dream Hub and Fincord-Polytech Science Park. The discussion also featured Deputy Minister for Strategic Industries of Ukraine Davyd Aloyan, Czech Government Commissioner for Ukraine’s Reconstruction Tomáš Kopečný, as well as representatives from CEPS, RAND, IISS, and both Ukrainian and international businesses.
