UKRAINE FACILITY PLATFORM IS AN INTERNATIONAL CIVIL SOCIETY PROJECT

UAFP is designed to facilitate equal key European and Ukrainian stakeholders’ involvement. UAFP mission is to identify and contribute reality-driven and mutually beneficial solutions under the Ukraine Facility Instrument.

BREAKING SHARED BARRIERS

Hindering competitiveness and development is urgent for the EU, while existential for Ukraine. The most critical are:

  • Lack of capital for opportunities and innovation development
  • Failing administrative capacity: outdated in Ukraine, and over-regulated in the EU
  • Too high a role in the economy of the state and state-owned banks in Ukraine, complex and bureaucratic access to EU funding
  • Absence of smart realistic strategies identifying the growth path and outlining the key priorities

The solution is clear: creating a framework for attracting both private and public investment, facilitating the free movement of capital, and ensuring private property protection

Unblocking the EU’s development is easier and faster to pilot and refine in Ukraine without the EU’s bureaucracy, and then scale up the success.

HARNESSING THE ENERGY OF CHANGE

Working directly with projects helps identify gaps, create conditions for bankability and avoid blind adoption of EU policies, instead leveraging OECD tools for tailored solutions:

  1. Define the Policy Landscape – Outline key features of the policy area.
  2. Identify Growth Barriers – Pinpoint challenges hindering sector development.
  3. Assess Economic Impact – Analyze how obstacles affect competitiveness and growth.
  4. Draft, Discuss, and Create Policy Recommendations – Develop a values-driven growth model.
  5. Draw and Implement a Roadmap for Change – Execute policy solutions for sustainable impact.

Implementing targeted reforms and strategic interventions is what allows Ukraine to unlock, as estimated by the IFC, up to $412 billion in private financing opportunities offered by Ukraine’s green and resilient reconstruction.

To support this, we are launching a training and education center to develop both hard and soft skills for Ukrainian professionals.
