This report, authored by Olga Trofimtseva, Coordinator of the Agriculture & Biodiversity Sector at the Ukraine Facility Platform, explores how closer cooperation between the EU and Ukraine can enhance food security, strategic autonomy, and resilience. Despite war, climate challenges, and global crises, Ukraine – already a major supplier of cereals, oilseeds, protein crops, and organic products – has the potential to evolve from a raw material exporter into a partner in shaping Europe’s bioeconomy and green transition, from organic feed and bioenergy to AgTech, BioTech, and dual-use technologies.
The document identifies key barriers to integration of Ukraine’s agri-food sector into European supply chains and proposes a Collaborative Investment Toolkit: war-risk insurance, green funds, certification and infrastructure alignment, clusters, and digital platforms. Implementing these steps would allow the EU and Ukraine to build an integrated agricultural system resilient to global shocks and capable of creating new economic opportunities.
