The foundation for the effective transformation of Ukraine’s agricultural sector should be built around four key pillars: strengthening institutional capacity, rural development, climate change adaptation, and alignment of agricultural policy with the EU agri-food strategy.

This conclusion was reached by analysts from the Ukraine Facility Platform and The University of Texas at Austin, who examined the prospects for integrating the Ukrainian and European agricultural sectors, assessed Ukraine’s internal potential, and formulated recommendations on the directions that should form the backbone of a transformation roadmap.

The document «Roadmap for Ukraine’s Transformative Adaptation» offers a comprehensive strategic framework that brings together European integration, climate adaptation, and post-war recovery. The study’s conclusions were developed in close consultation with representatives of the agricultural sectors of Ukraine and Poland.

The foundation for transforming Ukraine’s agri-food sector:

  • Institutional capacity

The agricultural sector requires deeper adaptation of governance decisions to sector-specific realities, as well as scalability and resilience to geopolitical and climate shocks. Achieving this level of governance depends on strengthening institutional capacity at all levels – national, regional, and local. This requires improved inter-ministerial coordination and the establishment of robust data-governance systems to support evidence-based decision-making. Institutional capacity building also entails sustained investment in human capital through training and knowledge exchange, fostering trust and accountability within and between institutions, and creating mechanisms for meaningful stakeholder engagement in policy design and implementation.

  • Climate resilience

Integrating climate considerations into policy and planning at all levels, supported by reliable data, monitoring systems, and broad stakeholder engagement, is essential for ensuring sustainable and equitable climate adaptation in line with long-term development objectives and European integration goals. This requires a strategy for deploying climate-smart agricultural practices, investments in drought-resistant crop varieties, and the development of water-management infrastructure to mitigate the impacts of extreme weather events. There is already a clear need to strengthen early-warning and risk-management systems, improve soil health, conserve biodiversity, and expand agricultural education and advisory services to enhance adaptive capacity across the sector.

  • Rural development

Rural communities require targeted measures to diversify local economies, improve access to education and healthcare, and create sustainable employment opportunities in the agricultural sector. Particular attention should be paid to expanding opportunities for young people through vocational training, entrepreneurship programmes, and engagement in local decision-making processes. These measures are critical for retaining youth in rural areas and revitalising rural communities. An additional cornerstone of rural development is inclusive policy aimed at integrating internally displaced persons (IDPs) into local economies. This includes ensuring equitable access to land, housing, and social services, as well as strengthening social cohesion between host communities and IDPs.

  • Alignment with EU standards

The final pillar outlines a detailed roadmap for aligning Ukraine’s agricultural policy with the regulatory framework and strategic priorities of the European Union. A central element of this process is alignment with the EU Common Agricultural Policy (CAP), which promotes sustainable farming practices, rural development, fair competition, and farmer income-support mechanisms. This pillar requires particular attention to compliance with EU standards on food safety, environmental protection, and animal welfare, while simultaneously integrating climate-adaptation objectives to strengthen resilience to changing conditions. Achieving these goals will require targeted legislative reforms, enhanced institutional capacity, and coherent implementation measures that not only meet EU accession criteria but also contribute to the objectives of the European Green Deal.
