The Ukraine Facility Platform focuses on strengthening and developing local governance in Ukrainian regions, which should become the foundation for economic resilience, recovery, and the country’s long-term development.
Territorial communities are the basic level of economic growth, where jobs are created and entrepreneurship, human capital, and local innovation develop. It is at the local level that economic, social, security, and demographic challenges converge – especially in times of war.
We promote the following ideas:
- recognizing communities as key actors of development rather than merely administrative units or recipients of resources;
- ensuring that strategic community development planning is based on realistic priorities, local competitive advantages, and residents’ participation;
- developing decentralized solutions in the economy, energy, and infrastructure as tools to increase resilience;
- strengthening the role of human capital – education, employment, return and retention of people – as a prerequisite for economic growth;
- supporting partnerships among communities, business, civil society, and international partners to attract investment and deliver development projects;
- integrating local development into EU policies and recovery programmes, based on principles of transparency, competition, and long-term sustainability.
Our focus is to strengthen the role of territorial communities in Ukraine’s recovery and EU integration through strong local self-government, clear rules, strategic vision, and the capacity of communities to shape their own economic future.
