The Ukraine Facility Platform has developed the Partnership Architecture for Collective Security (PACS) — a document establishing a shared framework for building defence capabilities among the Nordic-Baltic Eight (NB8), the United Kingdom, and Ukraine. The framework has been developed on the basis of existing security research and consultations with leading experts in the field.

The PACS initiative makes it possible to assemble and test a security architecture that brings together the existing efforts of military institutions, policymakers, industries, and experts across European countries — with Ukraine as a co-creator rather than a donor of know-how or personnel.

The key challenge for Ukraine and Europe is to build shared defence capabilities. Yet neither increased defence budgets nor industrial cooperation alone will deliver the desired outcome. A prerequisite must be shared political will and genuine military interoperability
